In NSW, you may be able to install container homes on trailers on your property without local council approval due to the NSW State Legislation (Manufactured Home Estates, Caravan Parks, Camp Grounds and Moveable Dwellings Regulation 2021, in particular, subdivision 3, section 77).

The contribution fees applicable to traditional builds does NOT apply for caravans (moveable homes mounted on trailer).

However, for a traditional granny flat build, all councils charge a council contribution fee as per Section 7.11 of NSW Local Infrastructure Contributions Policy. As an example, please find below the contribution fee levied by Blacktown Council for a traditional granny flat.
